Action Alert: The BLM Does Not Give Up on Its Sadistic Plan to Spay Wild Mares – Please Comment Now                                                    by Carol Walker

Last month we told you that Colorado State University had withdrawn from the BLM’s planned study of spaying wild mares from the Warm Springs Herd Management Area in Oregon by using the dangerous and deadly procedure overiectomy via colpotomy. It was due to all the outcry, letters, calls and messages that you made that resulted in this victory.

But the BLM is relentless in pursuing its goal of sterilizing wild horse herds and the eventual extinction of our wild horses on our public lands. Now, the BLM is planning to use contract veterinarians to do the same procedure that CSU was going to perform, and USGS is going to do a behavioral study afterward to see if there are behavioral changes in the mares. They will be using radio collars and tags to track them. This is ridiculous – how can there be a “study” of behavior if they do not study them before the roundup, removal and procedure, and how can there possibly be an approximation of how things were before when the mares have been removed from their families, who have been rounded up and removed? Calling this a “study” is absolutely laughable. They will be paid almost $900,000 for this farce.

This the BLM’s rationale: “The BLM must continue to pursue management actions to move toward achieving and maintaining the established AML and reduce the wild horse population growth rate in order to restore and maintain a thriving natural ecological balance and multiple-use relationship on public lands.”

This cannot be allowed to happen. Same sex herds and non-reproducing herds are not a management strategy that is part of the 1971 Wild Free-Roaming Horse and Burro Act. First of all, there is no overpopulation of wild horses on our public lands. Seventy percent of wild horse and burro herds have Appropriate Management Levels of below the minimum number needed to ensure genetic viability which is 150 breeding aged adults. Wild horses and burros are not starving to death on our public lands. Wild Horses and burros are being squeezed out of lands that have been designated for their use by livestock grazing, oil and gas, mining and other uses. We need to fight to keep our wild horses and burros free and on their rightful lands rather than rounded up by helicopters and traps and placed into holding facilities, sold to slaughter, or shipped overseas to be killed or slaughtered. The House of Representatives included single sex or non-reproducing herds in their version of the 2019 Appropriations Bill as part of 4 deadly strategies Representative Chris Stewart of Utah is spearheading against our wild horses. The Senate version does not include this in their version of the Appropriations Bill, and we must continue to call and talk to our Senators and Representatives and tell them we do not support this before the final Bill is passed.

The very first question that should be asked when any action is taken by the BLM to manage our wild horses and burros should be is it safe and humane? The answer to that question for this study is absolutely not. Overiectomy via colpotomy is an outdated procedure that is no longer used on domestic mares even in sterile veterinary hospitals because there are procedures that are safer, less painful, less intrusive with less possibility of severe injury, infection and death. It involves the veterinarian inserting an arm into the mare’s vaginal cavity, making blind incisions, then inserting a long metal rod called an ecraseur with a chain attached at one end that crushes and rips out the ovaries. The Burns corrals, where the procedure will be performed is filthy and although the BLM may “try” to approximate sterile conditions, it is imply impossible in the area where the procedure will be performed and in the pens the mares will be released into post-surgery. The mares, who are wild and have never been handled by humans before will be extremely stressed, perhaps colicking from no food for 24-36 hours before surgery, and many will be pregnant and can abort their foals. So much pain and suffering that is so needless and so inhumane is absolutely unacceptable. This is torture. This must be stopped.

Veterinarian Don Moore, DVM of Colorado has some excellent comments that you can read:

“This type of trial and error butchery is a violation of the least feasible management clause of the Wild Free Roaming Horses and Burros Act. Mass experimental surgeries performed under these conditions outlined in the proposal, amounts to negligence and abuse.   I believe experiments such as this proposal are unethical, inhumane and unwarranted.   Any veterinarian(s) who would perform these experiments is in violation of the oath  taken as a graduating veterinarian,  “above all else, do no harm”.  If a veterinarian in private practice performed these procedures in the manner described in this document they would most certainly be reported  to and disciplined by the regulatory board of that state.  Discipline would likely mean suspension of that veterinarian’s license to practice in that state.”

      Would it be better to do like what is done to some show horses they insert a marble into the uterus and remains there until removed causing the mares body to think it is already in foal. Therefore she doesn’t cycle. Much less invasive.

        The issue is not that wild horses are overpopulated on our public lands. There are safe proven methods of birth control that the BLM is not willing to use.

    As a veterinarian I emphatically disagree with BLM’s efforts to spay of wild mares. This surgery is rarely done on domestic mares and for good reason. The use of fertility drugs for on range management has been successful and should be pursued by the BLM. Spaying wild mares, if they survive, results in permanent sterilization and loss of genetic material. That alone should stop this effort by the BLM, if the goal is management and preservation of our wild horses.

    Written by Dr. Moore “Wild mares will not have their surgeries performed in a sterile surgical suite. Their surgery will be performed in a non-sterile chute or standing in stocks at the local BLM facility without benefit of routine standard of care. Unlike domestic mares who are easily handled, the very handling of these wild mares presents additional pre-operative stressors, which cannot be mitigated.

    BLM does not possess the statutory authority to treat America’s wild free roaming mares as research test subjects to perform surgeries which are not the standard of care for domestic mares.
    Case in point, is a photograph of Dr. Leon Pielstick as he was beginning to perform a surgery attired in bibs used predominately for working cattle and performing the surgery with a non-sterile plastic sleeve that is used to pregnancy check cattle. This is not acceptable for a domestic mare, why wild mares? To learn this procedures has been performed on some of the Sheldon wild mares, undoubtedly in a similar manner, is gross negligence and inhumane on the part of the Department of Interior and the veterinarians who performed the surgery in less than aseptic conditions.
    This type of trial and error butchery is a violation of the least feasible management clause of the Wild Free Roaming Horses and Burros Act.
    In private practice, colopotomy is considered an inferior procedure with likelihood of post-surgical infections and complications (i.e., colic) especially during these unsterile conditions. Post-operative care usually lasts several days to often weeks and mares are monitored and in most cases are monitored in box stalls or cross ties, which cannot be accomplished with wild mares. Post- operative bleeding is a situation which cannot be easily remedied even in domestic mares.
    Standard of care for tubal ligation and/or ovariectomy is performed under aseptic conditions with a laparoscope and pain mitigation along with private confinement and treatment which can last days to weeks. Complications can also be colic, infection and pain mitigation is required.
    Hysteroscopically guided laser ablation is not a preferred method by board certified equine surgeons because it is considered experimental even under the best of conditions. Field veterinarians and veterinary students are woefully inadequate to perform any of these surgeries, which in my opinion should only be done by board certified equine surgeons in appropriate surgical suites and with post- operative care performed by educated and expert staff in an equine veterinary hospital setting.
    In recent conversations with Littleton Equine Medical Center veterinarians Scott Toppin, DVM, DABVP and Kelly Tisher DVM the following comments were made to me.
    Dr. Toppin stated he had serious concerns about the dangerous and inhumane conditions under which these surgeries would be performed. He also stated concerns about the sterility of the procedure and pre and post-operative pain control.
    Dr. Tisher shared that their practice equine surgeon, Dustin V. Devine DVM, MS DACVS, performs approximately six to twelve of these surgeries with a laparoscope annually. Littleton Equine is the leading equine veterinary private practice in Colorado.
    Mass experimental surgeries performed under these conditions outlined in the proposal, amounts to negligence and abuse. I believe experiments such as this proposal are unethical, inhumane and unwarranted. Any veterinarian(s) who would perform these experiments is in violation of the oath taken as a graduating veterinarian, “above all else, do no harm”. If a veterinarian in private practice performed these procedures in the manner described in this document they would most certainly be reported to and disciplined by the regulatory board of that state. Discipline would likely mean suspension of that veterinarian’s license to practice in that state.
    All horses should be judged the same when it concerns care. Elective, unethical treatment should not be performed on either domestic horses or wild horses. BLM gives the impression that all wild horse areas are overpopulated, when in fact, most wild horse areas do not have a genetically sustainable population without intervention. This is due to over manipulation of herds to promote adoption, decreasing original herd use areas and allowing livestock to over graze our public lands. Once again, BLM is exceeding the statutory authority granted by Congress in the management of our wild horses.
    Since the inception of the WHBA, BLM has practiced a management for extinction policy. It is ever so clear in the “experimental research policy” BLM is now proposing.

    Helicopter chases and shootings, horses running in panic, entrapment , social structure destroyed. The image of BLM that comes is of people devoid of empathy… humanity. It is a repulsive image generated by repulsive actions. Do you get pleasure from causing pain and panic to sentient beings?

    There are better wiser kinder ways to control over grazing and you chose the most violent.

The drive to persevere no matter what the conditions.No medical assist ,no worming , no hoof care,no feeding, predators,yet the best of the best survive.These will turn into unattended ” pets” and will be sitting ducks.No family bonds , disaster for them.

    The size, weight, body structure, & prey nature of horses demands they move their feet to survive. You are seeking to preform experiential procedures of a barbaric magnitude on wild prey animals in a quasi wilderness environment, without medical follow up or medical intervention? Not that it will make a difference, but shame on you. What has happened to the souls of DOI/BLM that you so freely see to take the diginity, magesty, & pride from the lives from OUR noble Mustangs?
    How would you like to be hog tied while your testicles are crushed and then are yanked out with chains? Why? No reason, it’s just some bogus grant $$$$.

    Leave the mineral extraction companies out of it. They do not require hundreds of thousands of acres to go about their business. This is about public-lands ranching, plain and simple. This ‘research’ is an indication of the depths to which the BLM will go to reward the livestock industry. The recent BLM Report to Congress has roots in a conference held last year in Salt Lake City, attended by ranchers, the BLM and industry cheerleaders (http://www.wildhorserange.org/). Did any oil and gas companies attend? Any mining companies? What you see on western rangelands is a gravy train. Ranchers fattening their cattle on public lands at fire-sale prices. Try feeding your horse for $1.41 per month. Raise the grazing fee to $25 per AUM or more. Require labels on beef that show where it was produced. Educate the public on the harm to our wild ones caused by public-lands ranching. Admit the carrying capacity of the land is higher than publicly acknowledged. Allow WHB to return to HAs and beyond. Did you know the Virginia Range has a population density of ten animals per thousand acres, compared to the national average of one animal per thousand acres on BLM lands? Why would the stocking rate on BLM lands be so low?

      Unfortunately, the fossil fuel & mining industries are also pushing the wild horses out. I’ve been reading about the Pancake HMA & the Gold Rock Mine in that area. I agree the ranching lobby is mainly responsible for the push to get the wild horses removed & that lobby consists of many corporate interests (not small ranchers) & the politicians who are backing them. Have kind of wondered what these livestock corporations think is going to happen to them if they are successful in removing the herds. I’m inclined to think that they might possibly be next – to give the mining, gas & oil – oh yes, coal too! – free rein! I dont really want to find out.
      We all have to continue to write PERSONAL comments to BLM – our Senators & Congressmen – spread the word about what truly is being done to one of our real natural resources! Dont depend upon form letters or petitions – the politicians and the government agencies need to be aware of exactly how ticked off we, the people, are!

    The need to spay equine does not make sence. The herds can be managed much better by gelding the studs and not keeping them corraled and sold to slaughter. The cattle for beef is not a priority , there is plenty of land to shre. The US gets a lot of beef from off shore right now. Stop the abuse and killing the wild horses for corp. welfare ranchers.

    I just don’t understand WHY the BLM is SO dead set to kill off our beautiful wild horses and burros!! They ARE native to this area!! The fossil record says so!! They are NOT hurting anything OR anybody!! They are beautiful and free, and deserve to stay that way!! I don’t understand WHY the BLM can’t use a darting birth control program! WHY do they want to WASTE taxpayer’s money, performing an UNNECESSARY deadly, invasive procedure! They seem to be on a POWER TRIP, rejoicing in the fact, that they can ABUSE these poor, helpless animals!! This is INEXCUSABLE!! Leave those gorgeous, innocent animals alone!!

    Why spay the mares just castrate the stallions. It is a simple process and a lot safer. The horses are up and going usually within an hour. Dont spay . Castrate the stallions.

Yes I understand the ranchers get upset because the horses run across their land, occasionally tear down their fences… GOD created these magnificent creatures to run free… There aren’t that many left… BLM believes they need to take it upon themselves to do this horrid act??? That procedure will kill the mares… Is that their big plan of population control??? Im sorry, but no…. Instead of doing that to the mares, all the men involved with BLM needs to have their testicles slowly crushed, & a chain tied to them & pulled otoslowly until every bit of their man hood is ripped off… Without anything for pain pre-op & post-op… Then thrown into a swamp to heal…. The women involved with BLM… Have a metal rod shoved up their vagina no medication… Their ovaries blindly slashed at & crushed, a chain tied to each ovary & uterus and slowly pulled out…. After this “HUMANE PROCEDURE” place them in a swamp as well to fend for themselves…. Pretty sure no man nor woman would survive the procedure … They wouldn’t make it to the “RECOVERY STAGE”…..     How many oil companies have written Zinke demanding that wild horse populations be reduced to AML? How many mining companies? You have to go on the offensive. Demand that grazing fees on public lands be raised. Demand labels on beef that show where it was produced. Demand that AMLs be replaced with pie charts showing how resources are allocated among consumers on HMAs. Demand that WHB be allowed to return to HAs and beyond. Demand that property taxes be waived on lands obtained for sanctuaries. Demand that sales taxes be omitted on equipment and supplies purchased therefor. You won’t achieve all of them, probably not even some of them, but it will force the opposition to shift its attention and resources.

    It’s so sad that it has come to this.. why would you want to erase such a beautiful creature. Ever since I was a little girl I’ve loved horses. To think that my grandchildren might never get to see horses running free breaks my heart. I can’t believe there are such evil people like the BLM that want to destroy what god created. Please stop this inhumane act on wild mares. Let them breed and prosper for future generations to come.

    BLM must be prevented from performing these unnecessary, cruel and dangerous sterilizations of our nation’s wild mares. It exposes them to excruciating pain, infection and death.

    There are other more humane methods available that can be implemented instead.

    Why are you idiot BLM people continually trying to take away a majestic animals freedom, try this if you want try reducing the amount of cattle,and sheep that graze on the land and eat everything down to the ground which takes years to regrow. Wild mustangs don’t do that they merely graze lightly and move on, if you got out of your office more and actually observe the horses you’d see they aren’t the problem. The mustang is a key part of not only the wests lore, legends, and life, its also a key part of the ecosystem, the horse grazes the graze, which it uses to nourish its self and its young, then they turn that into manure which helps the plants grow, which not only feeds them but other animals, the predators(mountain lion, wolf,lynx,etc) when not hunting other animals preys upon the horse and it nourishs the predator if the predator is fast enough, the predator uses that nourishment to feed its young, etc etc etc. When you round up the horses by using helicopters that disrupts not only the horses but all other living creatures in, and around the place you’re conducting this round up so you round up a few horses, what happens to the rabbits who die out of sheer fear, the birds whos nests with eggs or young chicks gets destroyed, the grass gets dug up the animals are displaced, and fear rules. And now you want to spay the horses thats just as bad as rounding them up, so you get a few mares “spayed”, what happens if they are in foal which a good portion are, spaying a female animal results in the removal of the ovaries and uterus, well theres not only the mares life,her current foals life but the unborn foals life as well in jeopardy, you’d severely remove specific color lines, traits, and even cause the mare to become depressed which could lead to an entire downfall of the herds themselves. You can tell yourself its only a few mares it won’t hurt anything well i hate to tell you this but you my friend are so very very wrong, a few mares now means a few more down the road, and what happens when all the mares are “spayed” tell me genius what then, what happens to the herds that have lived there for generations, and no i don’t mean human generations i mean horse generations those horses are basically the result of hundreds of years of natural breeding not human breeding. What i am trying to say is leave them alone, please leave them alone, they were born free let them remain free, don’t torture them with inhumane practices, let them be themselves on the hills, and fields they know better than anyone else. Mustangs are meant to be free, not extinct.

    Spaying a dog or cat is one thing they have multiply offspring at one time, a horse has one, when you spay an animal you remove the ovaries and uterus, thats all well and good if something is wrong with the horse but not in this case, what happens to the mares current foal is its still nursing, what about the unborn foal, what happens if infection sets in. Hadn’t thought about that did you bloodthirsty fool, you see nothing but whats good for the cattleman,oilman, and billionaire whos chucking money in your general direction. Stop trying to make everything fit in a neat little box life doesn’t do that, and neither do mustangs, they are part a vast ecosystem that you plan to severely disrupt, what happens if its a few mares now and maybe some more down the road what happens to the mustang when all the mares are spayed hmmm. Its called Extinction they don’t deserve that, no animal or person deserves extinction. Leave whats free to be free.

     I disagree with BLM’s efforts to spay wild mares. It is dangerous and cannot be performed in a sterile setting with Wild Horses which results in infection, aborting of foals (because most Mares will be pregnant), and even death. This is rarely done on domestic Mares even in the best of settings because it’s dangerous. The use of fertility drugs for onrange management has been successful and should be pursued by the BLM. It is cost saving and humane and saves the family unit with natural behavior. Spaying wild mares, if they survive, results in permanent sterilization and loss of genetic material. It also changes their behavior.  That alone should stop this effort by the BLM, if the goal is management and preservation of our wild horses.  Most Americans want our Wild Horses to be humanely managed and not Spayed. I think it is time for BLM to listen to the American people and not use our taxpayer money in this barbaric way.

Gelding the stallions is a lot less invasive than spaying the mares. You are showing your intelligence with this plan and you need to be stood up against a wall and shot for your stupidity.

    I am in the medical profession which relies heavily on research and evidence based practice. What the BLM proposes to do in unsanitary conditions while incorporating barbaric butchery upon these mares is beyond conscionable. The research has shown that the use of fertility drugs is effective, is manageable, and is a much more safe option. The procedure which is proposed is not used on domestic horses due to the great risk of infection, hemorrhage, and death. I am appalled to know there are veterinarians willing to perform this butchery and a government organization which has been charged with protecting these herds willing to follow through. SHAME ON THE BOTH OF YOU…..

    This is beyond cruel ..those wild horses represent our history. They are beautiful and wanted by the majority of the citizens of the United States. We should not be rounding them up in the first place. Please end welfare ranching and return the wild horses back to the public land. In the very least do not abuse , kill or expermint on them. Sad for our Wild Horses .
