Stop the BLM from Destroying 5 Wild Horse Herds in Wyoming     By Carol J. Walker

The Bureau of Land Management (BLM) has released a Scoping Document with a 30 day public comment period on 5 of the largest wild horse herds in Wyoming:

Adobe Town, Salt Wells Creek, Great Divide Basin, White Mountain and Little Colorado.

I have been visiting, observing and photographing the wild horses in these 5 herds since 2004.

The BLM claims that these herds are “overpopulated” even though they completed a roundup of three herds, Adobe Town, Salt Wells Creek and Great Divide Basin only 2 years ago. The last roundup and removal in White Mountain and Little Colorado was in 2011.

The BLM provides figures of their wild horse population estimates in these 5 herds using a flyover and a statistical double-count method, and one of the new changes is that now any horse over the low range of AML is considered “excess” – this is not how an excess determination is made. For example, the BLM says there are 929 wild horses in Adobe Town and the AML is 600-800, so the actual “excess” is only 129 horses not 329. This change does make a difference and is the creative math that the BLM uses to justify their actions. They are also now counting foals which they have never done before in their population estimates. This allows them to pad their counts and justify a roundup.

The population estimates for these 5 herds swing wildly and unbelievably from year to year. Basing the need for a roundup on the BLM’s figures is absurd. There is a need for an actual count of wild horses to be done in EVERY HMA by an independent agency. Without that, it leaves the BLM open to distort their statistics any time they want to justify “excess” horses to do a roundup.

White Mountain Family

Here are the alternatives that the BLM has come up with to manage the wild horses in these 5 areas:

  1. Gather and remove excess wild horses and apply PZP (porcine zona pellucida) or Gonna Con fertility control vaccine to a group of mares that will be released back into the HMAs. Establish a 60% to 40% male to female ratio within the HMAs.
  2. Gather and remove excess wild horses. Spay a group of mares and neuter a group of studs that will be released back into the HMAs. Apply PZP or GonaCon to the remaining mares released back onto the HMAs.
  3. Gather and remove excess wild horses, without conducting any population growth suppression activities.
  4. No Action – Do not conduct any gather or removal activities, and do not conduct any population growth suppression activities.

The only acceptable choice is number 4, No Action. The BLM likes to throw as many possible things together as possible.  Birth control has never been meaningfully used or studied in these areas. Treating a handful of mares every 4 – 10 years then removing the mares that have been treated does not give using PZP birth control any sort of chance to work at maintaining or slowing population growth. In 2010 the BLM treated 39 wild mares from Adobe Town and 60 wild mares from Salt Wells Creek with PZP. In 2013, 40 wild mares were treated with PZP and released into Adobe Town. Many wild mares who were removed during this roundup were marked as having received PZP in 2010. No birth control was used in the 2014 Checkerboard Roundup of Adobe Town, Salt Wells Creek and Great Divide Basin. In 2017, no birth control was used in the roundup of Adobe Town, Salt Wells Creek and Great Divide Basin. Again, many mares with markings from having been treated in 2010 and 2013 were removed.

I am strongly opposed to any type of surgical sterilization of wild horses. The method that BLM has been wanting to use on wild mares, ovierectomy via colpotomy is dangerous, cruel and inhumane. Gelding stallions should not be a part of this analysis. The death rate for gelding wild stallions can often be as high as 5%. And the effect on both the gelded stallions and on the social and behavioral structure of the herd and family bands can be extremely detrimental. If you remove what makes wild horses wild, a very large degree of that is their family and society structure, then you are destroying wild horses.

Gonacon is a birth control treatment that has not been sufficiently tested on wild horses. There is currently a study of Gonacon use on wild mares going on in Theodore Roosevelt National Park. It has not been studied sufficiently to rule out sterilization or dangerous side effects such as stillborn foals. The effect of the use of Gonacon on social behaviors of wild horses has also not been sufficiently studied.

Skewing the sex ratios of the horses in the herds can have an extremely detrimental affect on wild horses and also has not been studied scientifically. In nature, wild horses exist in about a 50% mares to 50% stallions ratio. The BLM thinks that if they change the ratio to 60% or more stallions to 40% or less mares then the birth rate will grow less. What happens instead is there are more bachelor stallions, smaller families, more aggressive fights between stallions where mare and foals are injured. The stability of the family band becomes disrupted and I have observed this in the McCullough Peaks Herd in Wyoming where they skewed the sex ratio 66% to 33% in 2009.

If birth control must be used in these herds to limit population growth  then PZP is the only choice – it has been studied for over 40 years being used on wild horses and since it can be delivered by dart in the field or in a pen using bait trapping to capture the horses instead of dangerous and costly helicopter roundups it is by far the most humane option.

Salt Wells Creek Family

This plan for removing and experimenting upon wild horses in these 5 Herd Management Areas is discussed in this document as a multi-year plan, meaning the BLM would like to only allow the public to comment once even though the BLM will then continue these actions without any public input. They have not done this in the past for these 5 herds.

The BLM must prepare an Environmental Impact Study, EIS, for the roundup and removal of wild horses in these 5 herds due to the breadth and scope of the project. It will span 10 years and impact 3.5 million acres of our public lands with inhumane roundup, removals and experimentation on our wild horses. Using a Environmental Assessment, EA, here instead of an EIS is counter to NEPA. There is extreme public interest in these actions, and strong public opposition to inhumane sterilization experiments also warrants the preparation of an EIS.

The plan to remove 2,702 wild horses from these Herd Management Areas in Wyoming is wrong, and adding these horses to the 45,000 wild horses currently in BLM Holding Facilities is outrageous. These horses should be managed on our public lands where they live. After the 2014 Checkerboard Roundup, when the American Wild Horse Campaign did a FOIA request for the deaths of wild horses, in just a couple of months over 75 horses died, and that did not count the foals that died before being freeze branded. Helicopter roundups and stockpiling wild horses is cruel, dangerous, life-threatening and very expensive to the American taxpayer.

The plan to remove 2702 wild horses from these 5 herds and then experimenting on and sterilizing the wild horses that remain is the BLM’s endgame for America’s wild horses. We must oppose this plan and save our wild horses.

Some points I would suggest you mention:

-The correct alternative is the NO Action Alternative.

-The BLM must prepare on EIS for this project given the scope and public opposition.

-Do actual counts of wild horses using an independent agency.

-Opposition to spaying wild mares, gelding stallions, chemical vasectomies and the use of Gonacon.

-Opposition to skewing the sex ratios of the herds.

-Manage these 5 herds on public lands where they are found.

-If birth control must be used, use the proven, humane, PZP.

          Wild horses in Wyoming are unique to the area…unfortunately cattle ranchers carry way too much clout in eradicating the horses. Raising cattle in Wyoming is like pounding spa square peg in a round hole, as cattle are not indigenious to the area. Cattle were brought from Europe and the cattle men have been FORCING them on the land since the 1700s.. Taylor Grazong Sct initiated in the 1030s set up the welfare rancher program subsidizing ranchers. More Eco sanctuaries in Wyoming like the Deerwood Ranch is a positive solution for wild horses. Revise the Taylor Grazing Sct to reduce cattle from destroying public lands, which belong to the WILD animals, including horses.

      As a concerned horsemen… I feel our government is going to far in the destruction of these herds of Mustangs. These numbers are small enough and are not in any way a threat to the cattle or other wild species. Please hear what we have to say about what is going on with these herds. OUR PUBLIC LANDS are just that… PUBLIC! If we need to have a petition signed with millions of signatures to support the mustangs being kept on these lands then so be it… we can manage that. This issue is as important as the fight for the Bald Eagle as the mustangs have been and still are important to many NATIVE AMERICAN CULTURES !!!! What has been done to these horses in the past under the rights of the BLM is horrific. People would like to adopt them when the auctions come however the cost for a trainer and for board is for many out of the question. We the People can pay if need be to keep these horses where they reside in their natural habitat. There has to be another way to help these incredible symbols of AMERICA other than destruction !!!! Thank You!

      These roundups are inhumane, unjust and unnecessary. FIND A WAY TO COEXIST. The BLM should be looking out for the wildlife population, not terrorizing and mindlessly killing it off. These horses, their herds are their family and no living creature has the write to take that from them, harm them, cause them anguish, panic and undue stress. This is a violation and as a species of higher learning we must protect these animals. Not harm them. Right is right but this is wrong and must be stopped.

      NOT 1 time has anyone asked ME not 1 question about what they have been doi g or going to do, I AM a member of said PUBLIC that the lands belong. I say STOP & leave then ALL the hell alone forever. This is for every horse & Burrow , in the USA !!

    These horses are very important to Americans’ Their safety & freedom are a national treasures! We feel that cattle ranchers should buy ranches! The fact that some or any of these horses are terrified by helecopters, & trapped & some are sold for slaughter is not acceptable ????.         Please stop this absurd path…we have worked with the BLM in the past in regard to wild horses…we took them. Trained them and used many in our dude string..I had one that was the best saddle horse rver..roping riding and giving lessons. Adoption, education and responsibilities dible use…

        Is this even a land of the people for the people anymore? These horses were here far before us yet the government thinks they should stick their hands in everything even if it’s against the wishes of the majority. Our country is ran by some sexist, money driven pigs. Pull the left string of the Trumpet (Trump puppet) & he yells profanity, pull the right string and he agrees to any bill. Animals just “gained their rights” in our country, I don’t think they would like to be removed from the place they have called home forever. Would you?

    Well well well , I think it is time to do the same to the people who are doing these, Tables turned people and now you are in the HOT seat! Let’s do this to your herd and see how you like it, Mmmmmm or or we can seperate you out and diminish your population. You guy’s just don’t get it, the land’s belong to the Wild horse’s and other Animals, MAN! was the one to come in andn take over and push them out, and for what space for whatever they want! This is all because cow’s are more important than saving Our History, If it was’nt for Horses, none of what they had back would have ever been! Horses are still a major part, take them out, and you mess with the Balance of thing’s, but of course None of you care about that, Oh why you ask, because you don’t live in the Wild, Maybe you should! You can learn a lot from Not just Horse’s BUT ALL Animal’s. Final thought, just remeber what you do today, WILL affect you later down the road, and KARMA will be the biggest part of it!

    I think that the horses should NOT be gathered. If there is going to be a choice I pick number 4. No Gather. If there is going to be any kind of Burth control I would go with the least traumatic and humane PZP method. Please leave OUR Wild Horses Alone. Leave them FREE where God has put them. They are Wild animals and should be protected as other wild animals are.

    There has to be a better, more humane way about this. The horses have more rights to be on Public Land than cattle!! Let ranchers graze their cattle on their own land!! That would solve everything. Leave natural predators to keep nature in balance.

Herds are being completely wiped out or their numbers brought to a point that the herds are no longer self-sustaining.     The BLM is corrupt, out of control, serving special interest groups who have financial gain as their motive. The ASPCA and the HSUS should never have backed this travesty, and have lost support of the true horse community. I stopped my automatic monthly donations to them for their short sightedness, and failure to understand the big picture behind the BLM actions. They are charged with protecting our wild horse herds, and they are doing just the opposite. Are they that ignorant, or have they simply sold out the horses?

Birth control of horses has been known to work and my question is why are they not willing to do this. Running these horses into the ground buy a helicopter closest Tim great pain and suffering. Little Colts have been known to have their legs broken during this horrific Air Attack on them. This is akin to the inhumane gunning down of wolves in Alaska via planes and helicopter. Pure bloodlust buy greedy self-seeking Ranchers. When in fact they could learn to live together if they would use more Humane methods. These horses were here before the cows Etc.     Nothing represents our environment or enhances it more than horses, and while were all fixated on global warming we must consider as bad as oil is it likely will not be available in less than 100 years. Then what? None of our pie in the sky, or Green New Deal plans consider only oil is portable and therefore perfect for personal transportation. One argument for the consideration for Wild Horses must be the potential need once more for horses in the survival of mankind. Large numbers of genetically unmodified hurds must remain to safeguard against disease and the option that that day may someday arrive when horses once again pull wagons. unless the BLM knows of an oil replacement.

They are truly amazing given to us by God to admire and take care of them ❤️???????? I believe no action should be taken to remove them from the wild only exception would be to use humane, proven PZP birth control. The people, tax paying citizens should have a say so in this, not a handful of cattle ranchers. I pray that God intervenes in all of this and puts this ridiculous mess to rest????♥️

    -The correct alternative is the NO Action Alternative.

    -The BLM must prepare on EIS for this project given the scope and public opposition.

    -Do actual counts of wild horses using an independent agency.

    -I am adamantly opposed to spaying wild mares, gelding stallions, chemical vasectomies and the use of Gonacon. 80 veterinarian associations oppose this cruel experimentation on horses. It amounts to felony animal abuse and needless deaths.

    -I am opposed to skewing the sex ratios of the herds as this disturbs the natural behavior of existing family bands and may cause compulsory reproduction.

    -Manage these 5 herds on public lands where they are found as mandated by Congress. These herds are beloved by photographers and tourists from around the world; they generate tourism dollars into Wyoming’s economy.

    These wild horses are supposed to be preserved for perpetuity and protected from capture, branding, harassment, and death. This proposal is in violation of the FRWHBA because it proposes sterilizations, castrations, sex skewing, etc. that will cause the extinction of these beloved herds which are already below genetic viability. I don’t want my tax dollars used to destroy America’s last remaining wild horses on Public lands for special interests. Wild horses in the wild cost taxpayers zero, mitigate wildfire fuel, and replenish grasses. To remove them is detrimental to the Great Basin Public lands and violates the wishes of the majority of Americans who are all stakeholders in the Management of our Public lands.

    Blm people have no concepts of eco systems! Those horses are very important! It may sound disturbing. But with out a balanced circle of life there are issues…horses keep lands clean, the can eat and stop plants that can be dangerous, and for livestock…stop lerting catylw on ranges.if lazy ranchers cant kerp their cattle on the land they own then maybe they shouldnt raise cattle…i come from a eanching family and would never let out cattle destroy public land and effect wild life.not including without the normal food chain , you take out horses, deer, and others those predators have no other options but to eat beef! And if you take out predators it leaves the land open for more disease and other harmful illnesses to their cattle- pink eye, hoof and mouth, and so much more…its all distructive.these natural animals. Have a way to keep the land balanced, ranchers should be respectful and concerned about the only ones they are hurting are themselves…your beef are sick before going to aution thats why thousands of cattle are murdered just to have infected meat recalled by thousands of pounds!! Im very educated in veterinary medicine and ranching personally..stop being so stupid and fix the problem by crwating balance there are by far way less horses than sick range cattle..quality not quantity should be considered !!! Git them cows on their owners property and leave them horses alone!!! Its killing the preservation of our future…

    I would love to know how many of you would adopt a wild mustang, care for it, train it and “save it” from the BLM. If you leave them to over populate, they starve and die. Now the public has an outcry about that. The birth control shot is hardly that effective. You know what is? Adopting out all the horses in holding pens so more can be brought in and the range can remain healthy to support the future generations. It’s only $125. And thru the TIP program that Mustang Heritage Foundation created (and the BLM funds) , you can adopt a gentled one. But no, I don’t hear anyone trying to DO anything. I bet the BLM would happily adopt out the entire range of horses to a land owner wanting to house and feed them so they don’t starve to death. Or let them die of natural causes. I’d rather you all adopt one, as a TIP trainer, it’s really hard to get people to take one and care for it. They can’t stay and populate in the wild without regulation.

    Adopt a mustang or burro if you really want to help.

      I have 2 adopted mustangs. There are not enough homes for trained domestic horses let alone untrained wild horses. Adoption is not the solution – managing wild horses where they live and belong using humane birth control is.

    I’m going to push back AGAINST this groups point!? Just HOW MANY WILD HORSES IS ENOUGH in Wyoming? Most of you seem to advocate that these animals NEED NO CONTROL!? I think that HORSES, along with every other animal, need population control! It appears from the numbers posted above-that there are already over 3,000 head-just counted in these areas shown-do you people need 10,000 or more, in order to protect the horses and to insure you will KNOW they’re out there!???

      There are humane methods of birth control that have NOT been used in WY – the wild horses should be managed where they live with safe and proven methods of birth control.

    People are destroying everything that is good. Wild horses have been around forever. Unfortunately for them, greed is taking over. The land that they have roamed has been theirs forever. We need to adjust to them. I feel that the only way we should be interfering with the wild horses is in rare cases, which Humane euthanization would be necessary, injuries Etc.
    Live and Let Live. We would not like terrorists coming in and separating our families and destroying our lives, what makes them think that it’s okay to do it to animals? And sending them to holding facilities after Roundup is no better than putting humans in a concentration camp!

    And we complain about poachers in Africa? Poachers in Africa almost destroyed entire populations of wildlife to the brink of extinction and many species are now extinct. Why not let these animals live in peace? It has been found that there are actual benefits by leaving these horses and burros in the landscape. Why is this even an issue? Are we planning to put cement buildings and parking lots and strip centers on every square foot of land in the US? Why don’t these animals warrant our protection? Senseless killing of wildlife should be a crime.

    I am asking you to stop the awful helicopter rounds ups and capture of our, the taxpayers, wild horses. I think using the darting method of birth control is the way to go. Castrating and releasing is definitely not an option. Sterilization of the wild mares is barbaric and should never been used. That is major surgery on an animal that can’t have follow up care. If they are not kept in pens until they are fully healed, releasing them to the wild is setting them up to be hunted down by the native predator animals and killed which is also barbaric. Thank you for your time is reading this. We love our wild horses and really hate what the BLM wants to do to the herds.

    Leave the wild horses and burros alone..! They are part of OUR heritage…OUR history..! They represent FREEDOM of which we in America our loosing our freedoms and rights every day..! They are a symbol of freedom and spirit in America as much as the bald eagle is…and they were protected..! And the wild horses and burros should be protected as well..! You can’t think about the history in America and not conjure up the image of wild horses and burros when America was being born ..! They do not ruin the land…they protect it…they eat dried grasses and sage brush (that cattle don’t eat) and prevent forest fires..! When they eat grass they cut it off with their teeth…they don’t rip out the roots and kill the grass..! They fertilize the land..! They do protect the land and preserve it..! So you as the BLM should be protecting them…not rounding them up..to be sent to slaughter..! You can try and sugar coat it and say they will be adopted out and that is bullshit..! Very few will get an adopted home and taken care of..! Most even when they get adopted end up in kill pens and sent to slaughter..!!!! I would pray that there are some compassionate human beings working in the BLM…and not money grubbing greedy people looking to make a buck by selling these magnificent animals..! You have to ask yourself what kind of person are you..? When 80% or more of the american public want to save the wild horses and burros on OUR TAXPAYER land…our funded money land ..that should tell you something..!! And it tells us alot about the BLM and this current administration when you lie about the numbers of horses saying they are overpopulated..! You need to learn how to count…and not count horses twice or even three times..! Wild horses move around alot…and counting them twice is not an accurate count of the amount of horses out there..! They have many wild animals that stalk them as a food source like bears…wolves…mountain lions..! So Mother Nature as a way of keeping the count down…as well as old age…and sickness…and all the foals that are born and don’t make it…or die way before their time..! We don’t need the BLM to play God..!! I am really shocked that with Ryan Zinke being gone that this shit is still going on…cause everyone knew what a POS he was in the BLM..! We all had hoped that things were going to get better for these wild horses with him being gone..! Let’s prove it has…and stop this nonsense now..!! Leave them alone with their wild spirit and let them live the way God intended..! You know what kind of surprises me that with as many people who are fighting for these horses right to live wild and free..!     I live on the Outer Banks in NC. We also have wild horses that have thrived here since the 15th century.
    We DO NOT DESTROY these majestic creatures, as they are a part of our history. We have space that is allotted to them to rosmand continue to live free and wild as they should be able to.
    I plead with you to come up with s solution that causes no harm to your precious history icons of the wild west.

    3.5 million acreas of public land are available to these horses. That is a lot of land. As long as the grass is not eaten down too much, and there is no other purpose for this land, then why is there such an interest in them at all? Putting so many in pens seems ridiculousness due to the expense when they could roam for free. If you sell the penned up horses it still costs money to feed them while waiting for a buyer, not to mention vet bills. Trump probably is going to try and sell off the public land no doubt. If the herds are overpopulating the area, then get rid of some, don’t change the herd dynamics with less of one sex or the other. Sterilizing is costly also and sort of a lost cause if you only sterilize a few and then get rid of them. I don’t know who is in charge of this land management but it sure isn’t a level headed farmer. This shouldn’t be costing anything except to cull the herds once it reaches the true amount over the limit.

    Eco tourism surrounding these wild horses would bring in millions to Wyoming in diversified modalities. Restaurants, motels, gas stations and truck stops, and local guides would make money from.keepibg these horses on their current locations. People come in from around US to see the Missouri Jack’s Fork herd. I’ve got nothing against cattle, but for the money, ecotourism can’t be beat.

    This is all insane, obviously the BLM continues to give priorties to the big animal agri businesses. Looking at the charts the number of horses in comparison to livestock is such a smal number. The BLM is not giving accurate numbers attempting to convince the public that what they are doings in planning their round up is the right thing to do. Their ideas are absolutely the cruelest. There is no more room in existing pens of rounded up horses, thousands are being sent to slaughter in Mexico. What kind of humanity is this. Perhaps some PZP birth control is in order is some situations, nothing more. The idea of surgically sterilizing wild mares will definately cause their deaths, they may bleed to death or die of infections. Its all wrong, and our congress must look at these BLM plans and ban most all of these cruel plans. The public lands belong to our wildlife, and not to big agri business, therefore the lands belong to our wild horses and all other wildlife. I am furious. What are the children being taught, that it is all right to simply kill everything. Natures balances are already all out of whack, and these imbalances are human caused.
