2026 BLM Wild Horse and Burro Program Budget Does Not Prohibit Killing Wild Horses

The Bureau of Land Management has released a DNA, Decision of NEPA Adequacy calling for public comment which is due by June 13, 2025. The last roundup done in the Fifteenmile Herd management Area was in October of 2019.
This plan is to in the fall roundup the 322 wild horses that they estimate are in the area and remove 222 of them including 12 wild horses outside the HMA. This herd is in a very remote area and the horses are as wild as can be. The HM consists of 81,000 acres and the Herd Management Area is NOT overpopulated. In fact, when they did a count of the horses in January 2025, they counted 258 horses which ONLY 28 more than the high Appropriate Management Level. They are “estimating” a 20% growth rate to come up with their number of 310 wild horses – and they are counting foals. No, they should not be counting foals. The foals born this year are not counted as adults until January 2026. And the 20% birth rate is made up. The death rate of foals can be quite high. Older horses die. They should not base an action in this HMA based on an estimate that they treat as fact. This roundup is not an emergency. Wild horses are not destroying the range. There are not too many wild horses in this area and there is plenty of forage and water available.
During the 2019 roundup, instead of giving PZP birth control to some of the mares released, the BLM told me that they would use this herd as a “control group,” not giving any birth control. Well, if it had in fact been a control group, the BLM would have actually studied the herd. This was once again one of their poor excuses to keep perpetuating the roundup every few years, ignore that rounding up the horses actually leads to increased population, rinse and repeat. And the real reason is it;s just too hard. Too hard for them to actually take the time and trouble to dart the mares with PZP birth control which has been proven to be safe and effective. Much easier to call up a contractor and set up a helicopter roundup.
They are using the same Environmental Assessment that they used in 2019, contending that because they published a so-called 10 year plan they simply need to change the numbers and release it as a DNA instead of going through the entire NEPA process and providing a plan based on the current range conditions. There was a court ruling last year that said that BLM may use long term plans only to reach the stated purpose of achieving Appropriate Management Level – and they need to complete a new Environmental Assessment in order to do another roundup, so the original EA released in 2019 is no longer valid. This DNA should be rescinded and a new Environmental Assessment should be released with the actual population numbers and a full current assessment of conditions on the range.
The last issue I am going to address is something BLM never does address – what happens to these horses once they are removed? They are taking to holding facilities. A small percentage my be adopted. But most will stay in holding facilities where they are under dire threat of being killed since the 2026 WHB BLM budget does not have the language it has always had before protecting them from slaughter. An Project 2025 is calling for their deaths. These horses are so much safer staying in their homes with their families. So just say no to this plan, this Determination of NEPA Adequacy. It is not the right choice for our wild horses.

I’m so thankful for all the information and all you do for the horses! When the election determined the plan (Project 25) for these cherished miracles of creation, I fell apart. I knew what was coming. I’ve been trying so hard to donate, sign petitions, send letters, spread the word, make effective comments and phone calls. I’m old, disabled and at a very low income level, though. I have a disorder that interferes with my cognitive abilities and have Social Anxiety Disorder, especially regarding authority figures. Therefore, I want to apologize to all of the advocates and rescuers and everyone trying to save these horses and burros, and, especially, the horses and burros themselves, for my failing them so much so far! I beg your forgiveness! I’m going to keep trying, though, now more than ever! I love you all so much❤🙏

Is this what our world is coming to? The People of the BLM not doing their jobs and making quick easy solutions on a judgement call that ends up causing more harm than good. If you look back in history, I’m sure you can see many bad decisions that could have changed the trajectory of many things for the good if people would take the time and COMMIT to putting in the work needed. Don’t let YOUR haphazard approach be one of those errors. if only people would follow through with the decisions made and do the diligence needed to come to a better solution.

Another Project 2925 target. This is cruelty to animals and interference with nsture. 81K acres with a few hundred wild horses in no way indicates a problem of over-population. The well-being and determination of the ones currently held should be the priority. BLM funds can be used more conservatively. No roundup this year!

This what happened to the buffalo and now they are doing it to the wild horses which are part of the wild West heritage. The buffalo almost went extinct!! I don’t see any cattle grazing and eating grass where the wild horses are?? So what’s the BEEF? Don’t let this happen to our wild horses!

It is best cause private ranchers want the taxpayers land to be used for their personal profit and lobby for it.

This is not legal. The Wild Horse and Borro bill was passed to protect these animals on their original homes. Every year the BLM rounds up and euthanizes animals they feel are not perfect. However, these animals have survived in the wild on their own successfully.
Instead of zeroing out herds or minimizing their available acreage, you are to be protecting these animals. Instead you protect the cattle and sheep that do not belong of federal grounds. These ranchers are not even charged the current rate for forage or the amount they pay would be covering your costs.
Private animals should be removed from federal group before federally protected animals.

As a person that spent a lot of time visiting family in Wyoming growing up, there is no other place I know of that seems like it should have wild horses . Let’s be fair, it’s not as if you don’t have the room in your state. Mustang roundup are cruel and traumatic, and destroy family units, and injure innocent animals. Be the Wyoming that I remember.

These horses are on public land. They appear from the photos to be healthy. The destruction of these horses is sickening. There appears to be a vastness of this land so how is it determined that there’s too many of them. I agree if the BLM are to vaccinate the mares to keep the numbers where they deem them to be, and they don’t do their job, the horses should not pay for their inadequacy and the BLM should amend the numbers until they do their job.

Why would you even think of having another roundup when there are already thousands of horses and burros wasting away in filthy pens. The herd population is not out of control and there is more than enough space for them to roam. If you proceed with this roundup, it’s just more horses that will be subject to Project 2025 and the proposed new budget that omits the clause that protects them from going to slaughter and outright killing. The American people should have something to say about all these roundups and we want them stopped! The horses and burros already in pens should be released back to the wild and live life as they were meant to do. We demand that you leave this herd alone and stop all roundups starting immediately.

Horses have been indigenous on the North American continent for thousands of years. They are not feral animals. They deserve to be left alone in their wild state to live a free life just as much as elephants, lions, bears and any other animal on this planet. Plus they are a tourist draw. They’re presence brings tourists to areas that would otherwise be barren. Tourists mean spending money that helps the local economies. These horses are part of history they belong to run free. When they are rounded up they are wild and most of the time end up in slaughter. My God they face enough obstacles in the wild but are happy this is their spirit. Leave them alone. I have 3 mustangs that I rescued that were running loose the owner abandoned them and I been working with them. If I could I would love for them to be set free and be happy. Please leave the wild horses and burros alone. They need to be wild and free. I suggest that you shouldn’t be so greedy. You are overpopulating the kill pens already. These wonderful animals don’t harm anyone. Just leave them alone. They aren’t ruining the land but the ranchers are.

Wild horses are God’s creatures and live on the land that belongs to all of us. They don’t deserve to be horribly rounded up and killed. There is NO reason to let private ranchers graze their cattle or sheep on PUBLIC land. As a taxpayer, I am outraged at the huge dollars waisted on killing horses. This must be stopped.

as a concerned american for the welfare and existence of our wild mustang and our wild burros I am asking the BLM to not remove any more animals. There is land and means to control the population to support the current herds. We need to preserve the history of wild horses in our wild public lands. This public land does not belong to ranchers or the BLM. They belong to every American.

I beg you in the name of everything patriotic, to leave these horses alone. They are just as much a part of this country as the eagle. They are spread out and do not damage the land like beef cattle. They are a symbol of living free and being self- sufficient, good American traits. When the herds get too small there are dangers of in-breeding that weakens the strengths of the wild animals. We really don’t need more beef cattle, but we need more of creatures that inspire us. A herd of wild horses lifts the spirit, reminds us of our heritage of the Old West and the Native Americans. They are what we were long ago; tough, self-reliant, strong, able to live as we should without interference. Please, don’t take our inspiration away from us.

Leave the horses alone. They were meant to run wild. Nature provides for them. Predators help maintain the count with the circle of life. All the BLM is going to do is ruin them and kill them. Quit trying to wipe out history by removing the wild horses.

Stop these horrific roundups. Who gave you the right to do this in the first place? I certainly didn’t and no one I know did. These horses are our HISTORY. How can you do this to them? What have they done to you? They do good things for our land. They keep the grass trimmed and eleminate the spread of wild fires. They furtilize our prairie areas and allow new growth of planets and grasses. Are you all so dumb that you don’t realize what an asset they are to our ecological standards? The only reason that the BLM and the present government in Washington want all the horses dead is that the cattlemen’s association wants that land and the administration wants their land to do whatever they want.
The helicopter chasing the horses is absolutely abhorrent and inhumane.

Please do not round up the horses in the fall. They get put into the holding pens and either loose their life or their spirits are broken. They are wild and deserve to life. If you are having too many colts born, use the darting program that the Pinenut Mountain Horses get in Carson City NV. It is paid for and done by volunteers. I know they’d be happy to share about their program and I can get you a connection if you’d like. There’s not much from the Wild West left, please let the horses stay. Also rounding up with helicopters is cruel! Thank you for your time.

The wild horses are a part of this country’s history. They have adapted to their environment and have nature predators if the bears, wolves and wild cats are left alone. They do not outgrow their surroundings in numbers. As long as the cycle of life is left alone, we can manage the weak and sick that needs taken care of. They should not be shot by an idiot that doesn’t want to do their job and finds it easier to shoot the horses. Cattle men will have to farm their own lands with their cattle and leave the public lands for the animals there. Horses, Wolves, big Cats, and bears. That is what the public lands should be used for.

There needs to be less roundups and more compassionate ways of managing the herd numbers. Please consider revamping how and what you are doing.
the horses roam free and help reduce prairie fires and reseed the hills. Cattlemen and shepherds want more and more grazing land and BLM wants $$$. The people should have some say on this.
To decide that these families should be removed from their harmoniius existence and sentenced to death by torture of holding pens, vulturous auction buyers, starvation, and the eventual slaughter house is evil in it’s purest form. This round up is just one more crime of humanity that is proof of how far mankind has fallen. One day soon, this and all of the worlds suffering will be over and those who stand on greed and profit will meet our maker and be held accountable for the choices made in life. Until then, I pray that anyone who will stand up and stop this horrific practice will do so.
